First of all I'd like to clarify my point of view. I'm from Poland. In my country positions of cameras are avaible on websites updated voluntarily. Many people use CB radio to collect information about them and police. We also have a law that before a camera should be an informing sign.

I don't believe that this idea is more efficient than normal camera which is perfect for forcing drivers to slow down in certain areas. I think there is no need for an extra encouragement.

Those who break the law are the one who didn't spot a camera or those for whom it's more profitable to hurtle and pay a fine. The nudge wouldn't work for the first group. The behaviour of the second could be changed if the money they get for not speeding would cover the income they get by braking the law which is impossible.

Even though I'm a sceptic there is an interesting case – what if it would really work? Let's imagine that people would slow down. In that case there would be less money in the pot so some of they would tend to speed up. Then equilibrium would be set but the government would have to change probability of winning and prize rates to make the biggest number of drivers slow down. That would be a nice instrument if it could work.

This idea will also can be very annoying because when a camera takes a pictrue it uses a flash. In big trafic it would became a stroboscope.
